Page Layout: Background Color - Adobe Indesign Windows

Is it possible to assign background color to a page as part of the page properties without it being, for example, an 8.5"x11" rectangle 'sent to back'? If it is not done as a page property element, then what is the best way to make colored page backgrounds? thanks!...

    Edit the "Paper" swatch, (dbl-click it), and make it the color you want.

    Note that no matter what color you change paper to, it won't print. The
    purpose of paper is so you can see what your job will look like printed
    on color paper.

    You could always have a bleed color page rectangle on a separate bottom layer (or on Masterpage) and turn the layer off if you don't want it to print.
