Page Tiling
This is for AI:CS. Not exclusively, but this was the first encounter I had for CS.
Let's say I create a new 8x11 document. When I turn on page tiling, the tile (or dotted margins) is shifted towards the top of the page, instead of centered. Its top, left, and right margins are approximately 0.25", and the bottom margin is 0.6". I know that one way of centering it would be to use the page tool, but I know that isn't necessary. I mean I've had times where the page tiling was automatically set with half inch margins all around whenever I create a new document.
What's the problem first of all?
And is there a setting to change this?

The problem is that is the default margins of the printer you have selected.
If you go back to the print dialog and choose say postscript and a printer like Laserwriter 1200/640 then you will get a .25" border all around if you create in page setup a page size with .5" borders and have that selected and you have either the laserwriter selected or say Adobe PDF as the printer or a real postscript printer the borders will appear as you defined them in the custom page. You have to both name and save the custom page size.

Save as a Printer Preset either in the Edit>Printer Preset or from the Print dialogue and all you'll have to do is select it from the drop down if it does automatically show up.
