Paragaph palette, Control palette, Paragraph Style dialog.
In the palettes, the icon is a tad misleading because it points at the top of the symbolic paragraph from the left rather than pointing down.

You think it is misleading to put the "space before PARAGRAPH" into the PARAGRAPH palette?

No. It's misleading that the arrow points to the right and not downwards.

Oh, I see.
But the arrow points to the grey area in all four icons (first line indent, last line indent, space above, space below). (( I wonder why they didn't use grey areas for left and right indent.))
To change the direction of the arrow you'd need an entirely different icon-concept.
Perhaps if they'd use colours, they could make the areas red and loose the arrows completely.
I wonder if that would be better.
Especially for those users with red-green blindness.
