If your blue print pages are standard dimension, you can create another document that is the same size and place the logo on the corner and save. This may be to large of a file so you may want to make a smaller file but with a higher dpi and have the action resize the image to a lower dpi allowing the image size to be smaller for quicker opening.

When I run it, it works fine except that it will not align the logo and
statement, and they remain in the middle of my image
For some reason, Photoshop does NOT record the use of alignment buttons as an action step. Here's what you do in your action:
Select|All; Layer|Align To Selection: (option). Do that from the menu and it gets recorded. You can also nudge and it will get recorded.
