    Default Pen and Ink Plug-in?

A friend has asked me if there is a way to scan a photograph and convert it into a pen and ink likeness.

The output he is looking for is similar in style to what you see when looking at George Washington's face on the American one dollar bill.

    Any help is much appreciated.

    Thanks

There are a number of standard filters that can help produce this effect, along with various published techniques. A push-button solution is unlikely, as every photo needs different treatment.
