    THANKS Dave Sharpe!!!!!!!!!
I had the same problem, which started suddenly right at the end of a long editing and approval week on a 60 page document. I disabled FontSense support in the Suitcase Fusion plugin preferences in InDesign CS2, and I'm able to create the commenting versions of my pdf files again! Have no idea why the problem suddenly started, though...

I too have this problem. In my case the document was created by web capture in Acrobat 7.0.8 so manoeuvres with Suitcase don't seem relevant.

The only way round that I can find is to print the document to Postscript using the PDF printer, distilling it and then doing Enable for Commenting… This loses the index, which is a nuisance on a 125 page document, but does make it commentable in Adobe Reader.

    Any further ideas?
