Default Photos.com frames effect with layers

Hi Does anyone know how to do the frames effect using layers like
www.photos.com does with their grey bar at the bottom of their page. I have
'Saved As' their page to my local drive and then previewed it and it works in
IE on Windows but then does not work in Firefox or on Mac. There one is
totally cross browser. any ideas greatly appreciated Many Thanks Malcolm
