pictures in Publisher 98

I would appreciate some help. I'm using Publisher 98 to
design a webpage and the photographs I insert do not look
the same when I preview them, also when I upload the page
to the web.

I am using a Fuji digital camera 2 mgs. and Photoshop to
save them. The photos look excellent on my monitor, but
not when I insert them into Publisher 98. What am I doing
wrong?

if you layer an image with another object then you get a combined object
that is a gif image. and gif's do have a lower quality than jpegs.
to keep the jpeg intact do not layer it with objects.
