Pop-up Menus not popping up in correct position - Macromedia Fireworks

I've created a vertical pop-up navigation bar in Fireworks MX and saved it in Dreamweaver MX as a library item. When I insert the nav bar onto a blank page, the pop-ups come up in the right position, but when I insert it onto a page with a background and layers, they pop-up, but are shifted to other positions. I have put the nav bar on it's own layer, and also tried inserting it into a table, putting it directly on the page, etc., but nothing works.     Default Pop-up Menus not popping up in correct position

    I've created a vertical pop-up navigation bar in Fireworks MX and saved it in Dreamweaver MX as a library item. When I insert the nav bar onto a blank page, the pop-ups come up in the right position, but when I insert it onto a page with a background and layers, they pop-up, but are shifted to other positions. I have put the nav bar on it's own layer, and also tried inserting it into a table, putting it directly on the page, etc., but nothing works. I even tried to change the positions of the pop-ups on the original settings in Fireworks MX to compensate for this shifting, but it didn't work correctly either.

    Does anyone know of a way to solve this? I'd love to give up on the whole pop-up concept at this point, but my coworkers really want the pop-ups on our website....yikes!

    (Also, people have been telling me that I shouldn't have used layers in Dreamweaver MX for my web pages because they sometimes do not work correctly in various browsers. Is this true?)

    Size of whole page: 344.335 kB


    and that doesn't count the additional 45K or so of menu code, or the
    additional 5K or so of dynamic write code. Chubby page. Remember your
    target weight is 40-45K. You have a long way to go to get there.

    But the look is right nice.
