Pop-up messages

I disabled pop-up messages once before, but since I had to
get a new hard drive, they are back! I cannot remember
how I disabled them before. Help....?

Greetings --

You'll have to be more specific; WinXP doesn't generate _any_
pop-ups, but some people have mistakenly called the yellow tool-tips
(produced when the mouse cursor hovers over an icon or control button)
pop-ups. Are these what you're referring to?
