Strange that an exact 4 or 8GB of memory would affect this.
I'm on a G5 dual 2.7GHz, OS 10.4.1, 4GB RAM. Pretty easy to reproduce the problem. Just try running a preflight check. Boom. Failure and the error message I mentioned earlier.
Although turning the plug-ins on and off as I described above worked initially, I consistently get the error message now. Don't know why. Pretty annoying.

Yes. The best it does is it will fail on the first attempt and work correctly after that. But starting the OS and Acrobat up after that causes it to start all over again with failures on the first attempt to preflight.
Also, I've noticed that if I have more than one file open at a time, preflight will fail every time.
And this is still while only running half of the plug-ins.
