Press says text not true black - Adobe Indesign Windows

Help! I'm a novice to INCS and even worse have started on a PC instead of a MAC which I worked on for more than 10 years. Question, I'm editor of a newspaper. The guy in pre-press says the black I am using for text is not "true black" and it therefore gets everything off. He said it should say 100K in the color palette. Well, it does. It says it's 100K in the color palette and in the swatches. Nothing I have done as changed the color. It's always 100K and yet the Imagesetter rejects it since it's not ...

    Not 100% black where? In PDF? In print?

    We can't help you without details.

    That said, this very issue came up the other day with regard to a PDF
    generated by ID. Turns out the printer was an idiot.

    On the other hand, as Scott Falkner pointed out some many months back, if the working space doesn't match the output space, ID seems to like to change 100% K to a rich black in the output space.

    Is there a color space conversion somewhere in the work flow?

    Out of curiousity, if I'm not using color management at all, I don't have a working space, do I? I've been squeezing wierd scripts into ID for some time now, but when it comes to color, I'm more-clueless-than-novice. One of the things the client asked us for was to turn all color management off everywhere (they asked for this some years ago, mind you, and I'm still trying to figure out whether or not they still want it, because there are a few degrees of separation between my organization and the client's printing maven).
