Preventing Users from Deleting Drafts

According to the Using and Administering Contribute 3 manual, there is a role
setting that will disallow a user in that role from deleting drafts. I have not
been able to find this setting, or any reference to how this is accomplished.

Can anyone help? Thanks.

Hi,
To create different roles first you have to administer the site.Then In
Administer website dialog, Select the category 'Users and Roles'.
You can create any new role here or select the existing 'Publisher/writer' and
click on 'Edit Role settins' . Now in Folder and File access category observe
there is a option 'allow user to delete files they have permission to edit'.
By checking /unchecking this you can allow/not to delete a file.

I have that set. It is unchecked, so the users in the role do not have the
ability to delete a file they can edit. however, they can delete drafts sent
for review. Does this setting cover both contingencies? If so, then it is not
working properly.
