Print Production > Convert Colors
OK using, the Convert Colors tool from Print Production toolbar in v7, I select DeviceCMYK from document colors, set my action to Covert and select an ICC Newsprint Profile which I know has a total ink limit of 240%.
On conversion the total ink limit is not honoured and in fact the % has increased. When I convert in Photoshop the limit is honoured.
Why is this so?

Looks like to repurpose CMYK to CMYK you need to convert back to RGB then back to the new CMYK profile.
