applications> Adobe illustrator 10 > presets > swatches
applications> Adobe illustrator CS > presets.localized > Swatches
then you can open them us just like regular AI files..

In AI10 that's just a file with text that explains the Pantone swatches. The swathces are added to the Swatch palette, but that doesn't give the user anything useful to print.
