With the rectangle tool, draw a rectangle to match your artboard, then stroke 1 point no fill and it will print.<duh>

Well, actually unless printing to PDF Distiller, you'll only be able to use the rectangle with a stroke to outline the artboard layout IF that artboard is smaller than the print sheet AND is no larger than the No Print margin set by your printer Driver.
