You could buy the Multipage PDF plugin from Hotdoor (well worth it IMO), which would convert each layer to a separate page, and then you can select Print>Multiple Pages. Exporting, I don't know so much.

Depends on what you want if to flash or shockwave or to directory you can save as or export to swf and select all layers to swf files. Each layer will be a separately saved file.
