problem...
i figured out how to get to the "set permissions" command and everything, but
it won't let me alter permission for the one folder where i need it (the
www/www/ one), so i STILL can't put anything online. this is so frustrating...
the error is basically "Access denied"
any ideas?

Access denied means you don't have permission .. you figured that out. I
don't know who your host is .. but don't you have a control panel or
something that allows you access to this sort of thing?
You may wish to contact your host.
