Default Problem loading PS-6 into Windows XP

I've tried several times to load my Photoshop 6.0 program into a new computer with Windows XP. When I click on some of the tools such as the paint bucket, air brush or eye dropper, the cursor does not change as it did in Windows 98. I also noticed some of the filters are grayed out even though this is a full version. Is there an updated installer for the program I need to use? Any help is much appreciated.

    Thanks,
    Gary

The cursor not changing is normally due to bugs in the video card driver.

Some filters won't be available depending on the Mode of the image and the bit depth. If you are in RGB and at 8-bits, they should all be available.
