problem with show-hide layer behavior in IE

i am using the show-hide layer behavior to toggle thru 3 layers, each
containing a form. when viewing the page in IE, you can not focus on the radio
buttons to trigger layer switch. the page works fine in FF. here is the URL

the strange thing is, if i position the layers so they are not on top of each
other, the buttons can be clicked and switch works fine.

i am at a loss as to why this happens....any ideas?
