Problem with table formatting : auto-vertical expanding
I have a problem that is driving me crazy. In trying to convert our site from
Frontpage to Dreamweaver, I selected to use templates. I setup a template,
which can be found here:

The problem is that the left side (the navigation table) is auto-expanding.
I've tried a lot of things, some which made it look a bit better, but nothing
forces the contents to the top of the table, and by changing the width of the
browser window, the table contents on the left side of the screen twist around.
At one point, I got it to look perfect in FireFox but IE never displays it
right. It also works this same way with or without the .css file, which is
also available on the site. I would prefer to have the formatting fixed in the
html itself and not rely on the .css.
Can someone point me in the right direction ?
