Default problems setting font style and size

I have Contribute 3. I have a lot of trouble maintaining consistency of font
styles and sizes. I have tried to set font on a page to Arial 12 using
format/page properties/appearance. This changes some paragraphs to Arial 9 and
leaves others unchanged. The default is Times New Roman. Shouldn't I be able to
permanently change the default on each page of my site? Every time I try to
edit a page it comes up with TNR and I have to select and change sections
separately to get the page to come out right. I have even had to copy plain
text into a page and then change it to Arial paragraph by paragraph. Is there
some way that I can change the default to Arial for the entire site? I am the
    administrator.

Do you use CSS? What are your CSS-settings? Is there a default font defined in your CSS?
