Normally all programs are installed once (typically in Program Files
folder). Short cuts and user-specific constomisations (in files) are
stored (normally) in the user's profile (see folders under Documents and
Settings).
Probably all you have to do is remove the short cut from the user who
you wish to have this program removed, and ensure the short cut not in
All Users profile. If you are particularly paranoid about removing
access for this user, you can remove "permissions" for access (but this
requires you know exactly what you are doing).
Again, this all depends on how the program was originally installed. Do
your home work.
