Re: publisher 2003 odd behavior immediately after installation
There is nothing technically wrong. Converting a print publication to a web
publication will often times require some modification after the conversion.
This typically needs to be done anyway since once it's a web publication a
menu needs to be inserted somewhere. Additionally converting to the html
files will not always be a fully accurate reproduction of the web
publication.

Re: publisher 2003 odd behavior immediately after installation
Your first mistake was paying that extra money. You can try installing the
service pack which addresses some of the Publisher 2003 problems. But for small
and predictable web files, you may want to go back to using Publisher 2000.
