What do you want to do with it? Link to it? Download it?
You can link to it as you would to any other page in your site. If you zip
it and link to it, it will produce a download prompt when the link is
clicked.

I want to put the file on the website so people can click on it and open the
file, I guess download it on their computer. I'm not sure if that is what you
are referring to? If so, how do I do all that? Basically I can't find
anything in the tool bars that says "insert document" or something along those
lines.

Re: putting word documents on website
Put the Word document into your local site using Finder/Explorer to copy it
in. Zip it. Create a new page in DW. Type "link" on it. Select that
word, and use the Browse icon on the Property inspector to browse to and
select the Word document. Click OK.
You have now linked to the Word document. When someone clicks on the link,
the document will download to their computer.

To add to what our esteemed colleague said...
If this is a public site you may wish to produce a PDF file to make it a
little more accessible to more people. There are freebies out there that can
create a PDF from Word.
