We're currently setting up a new version of our website, and decided to
switch to Contribute 3 and Dreamweaver 8 to do this. Most things have
been going well, but recently we've had a few issues, which I want to
get your advice on.

I am the administrator of the site, and I'm in the Administrators role
within Contribute, and have access to the site via Dreamweaver (to edit
templates, etc). Everyone else uses Contribute only, and belong to one
of 8 or 9 different roles.

So, the question:

I have a user that is using Contribute to update pages. This user
belongs to non-Publishing roles and therefore must submit their changes
for review. The user says that he see no errors or messages when
clicking the "Submit for review" button, but the reviewer/publisher
never sees the draft come through to him, and if the user checks their
draft console, there's no mention of that page being submitted. Any ideas??

further info on this is that I've checked the log from the Publishing
Server admin page, and here's a basic run down of the life and times of
/hotfix/index.aspx (the page in question):

1) 06:59:38 Edit page /hotfix/index.aspx <user>
2) 07:23:10 Send for review /hotfix/index.aspx <user> <user>
3) 08:32:06 Edit page /hotfix/index.aspx <publisher>
4) 08:33:12 Send for review /hotfix/index.aspx <publisher> <user>
5) 08:35:40 Edit draft /hotfix/index.aspx <user>
6) 08:55:20 Send for review /hotfix/index.aspx <user> <publisher>
7) 11:08:42 Undo send /hotfix/index.aspx <user>
8) 11:10:37 Edit draft /hotfix/index.aspx <user>

to add some flesh, the user originally sent the page to himself (as
non-Publishers cannot 'preview' the page - is this allowed in Contribute
4??) - then, between steps 2) and 3) he submitted the page for review to
the publisher but this step wasn't logged.

The publisher then edited the original file (shouldn't have been able to
but he was) at step 3) and sent to to the user at step 4), so the user
could reapply his changes at step 5).

At step 6, the user submits for review to the publisher, undid it at
step 7) cause he tells me he found a typo and had to change it at step 8).

The user tells me he then re-submitted it for review, but this item
wasn't logged either.
