Yes all that is possible with Director. You need a 3D package that can
    export to .w3D file format.

3D Studio Max, Maya and Lightwave spring to mind.

To get a dog to walk you'll need to build your character with UV weight
mapped bones. This process varies depending on the package. I only use
    Lightwave for my work.

I usually export a 3D character with no animation as a w3D. Then import each
motion as further w3D files, then cloneMotionFromCastMember to get the
motions into the character's 3Dmember, and use the bones player to play the
    desired anim.

Alternatively if you have a lot of motions you can also create all the
possible animations for the character in one long motion, then use the
bonesplayer.play() parameters to force the correct portion of the animation
    to play.

    Cheers
