I would like to know if FMS is needed to create a video sharing site like
YouTube, Google Video, Putfile. Is FMS for your own videos or is it for my
example aswell.

Nope. Youtube videos, for example, are progressively downloaded and not
streamed.
Also FMS license costs would have killed a site like Youtube.
