Frankly, there aren't any good ones published in the U.S. The best seem to come from the UK.

If you are a Canon user (and even if you're not) the EOS Magazine from the UK is terrific. When I bought my 10D I got a card for a free sample and then I subscribed to it. High quality articles and pictures. I haven't received my first issue yet, but from what I've seen if you join the NAPP for $99 a year they put out a magazine with Photoshop tricks and tips.

The National Association of Photoshop Professionals (NAPP) is an excellent organization but they cater entirely to users of the full version of Photoshop. Many of the lessons on the website and in the magazine cannot be used in their entirety with Photoshop Elements because of the difference in feature sets.

It is a UK magazine and I finally found an issue today at my local Barnes
and Noble bookstore.
It looks like a pretty good magazine with articles for Photoshop and
Elements. It also has
articles by Richard Lynch for Elements. From the couple tutorial articles
for Photoshop that I
read they also tell what the equivalent commands would be for use with
elements. With the
popularity that Elements is getting I would hope there would soon be a
magazine devoted to
Elements that is like "Photoshop User"!
