Default Redesigning a site being maintained with Contribute?

I'm considering using Contribute to let my clients make updates to their site,
but I have concerns about how to manage the site going forward. Let's say I've
designed the site using Dreamweaver templates, and the client has been
maintaining their site using Contribute for a year - they've added pages, made
all sorts of updates. To do a site redesign, do I now need to download the
entire site, make changes to the Dreamweaver template, let Dreamweaver update
every page in the site, and then upload the entire site again? If so, is there
any better way to do this and still use Contribute?

    Thanks,
    Tony

I would say this is the way to go about it. Otherwise if you just edit the
template on your local machine and upload it - the rest of the files on the
    server won't be updated.
