The Reduce File Size function resamples and compresses, and removes unnecessary elements, according to Acrobat 6 Help. But it gives you little control over the process except choosing Acrobat compatibility.
If you have Acrobat 6 Professional, you'll do better to choose PDF Optimizer from the Advanced menu, which gives you much more control over the process. (This is not available in Acrobat 6 Standard.)
