If this is to be a clean install then you can boot with the XP CD and if
necessary format the partition using the Recovery Console (info on how to do
that is found here http://www.webtree.ca/windowsxp/repair_xp.htm under How
To Format) however you should be able to simply boot with the CD, choose the
option to Set up Windows XP press Enter, and follow the on screen
instructions. If you version of XP is an OEM version then you can not
upgrade and will need to reformat. If your version is an Upgrade version
then you will be prompted for a qualifying product at the start of
installation.

If you continue to run into grief just format the partition with the
Recovery Console, type EXIT to reboot and then let XP install itself to a
freshly formatted partition.
