I would guess that an administrator wouldn't want end users changing filenames
within Contribute and that the administrator would only do this within
Dreamweaver, so that the change could be reflected around the whole site via
the site map. I could be wrong. You can 'publish as new page' and rename
it, but all links would still go to the old page name. cheers

If user want rename page's <title>...then must rename it in page properties....
and I THINK that, user can't rename file.....then, he must create new page
with the same content...[same template]....
