It is quite easy to do using shapes and selections, but before someone
dives in to write a tutorial, first look under the Actions window. There
might/should be some 'frame' options, or grab some free plugins or
actions to do the job. And a lot of digital cameras come with custom
framing programs. Check your disc for those, too.
