Default Resizing picture box inputting dimensions

IDCS - What step am I missing to accomplish resizing a picture box?

I create a graphic frame, say 2.5" wide x 2". Import image with the direct selection tool (white arrow). I now want to resize the frame to 2.25" wide
to crop a bit of the photo, so I select the black arrow tool, click on the frame and input 2.25" in the measurement box, it resizes the frame but also the content which gets distorted out of proportion to fit.... I'm sure there's something I'm skipping....

    thanks
