Go to window>info. If it's set to anything other than RGB, click on the little eyedropper icon, a contextual menu will pop up - select RGB
Select your eyedropper tool.
Now hold the eyedropper over whatever color you want to read, the info palette will give you the reading.

The info palette will give you a listing of the RGB values underneath just about any tool you hold over the image. You don't need to use the eyedropper.
