Roles: Publisher who cannot edit?
Is it possible to set up roles so that there is a "Publisher" who can only open
and publish pages, or send the draft to another user, but cannot make changes
to the page? I couldn't quite tell from the role settings if this was possible.

I needed a similar role and there is no single check option. You will have to
work around the roles property to get your desired results. This is what I did.
I did limit the publisher to only text and formatting. Then selected folder he
could edit in, then removed the css folder(default) and left the property
empty. I then removed all style properties to the role. These settings will not
allow the publish to edit. Hope this helps
