Rotoscoping a la Waking Life
I would like to take a still image and make it appeared animated a la Waking Life. What is the best filter for this in PhotoShop? Can't seem to find on that will work. Most make the image look painted, but I would like to make it look simple and animated.

Cutout does a fair job. You might also look at Median, then Posterize.
