Gustavo,
create them in the *Adobe Illustrator Start_CMYK.ai* and *Adobe Illustrator Start_RGB.ai* (search in the Illustrator Programm Folder) or create swatch libraries which can be imported into any dokument. You can tell them to appear whenever you start AI by enabling an option called "Same Position" in the Flyout menu of the palette.

The startup files are in the plug-ins directory.
In Illustrator 10, check "persistent" in the flyout to keep any library. This includes brushes, symbols, swatches...etc.

thanks for pointing out the correct term. In my version it is called "Same position". Sometimes you will read curious translations from me. Hope that will become better…:-)
