I don't think it is possible, unless i,m missing something. You'll need to use Photoshop, PhotoPaint, Paintshop Pro, etc. Save as a PSD or Tiff file and import into Illustrator.

Ian is correct.
Scanners will generally come with software to save scans as bmp, jpeg, tiff or the likes, which can be placed into Illustrator.
