I would be extremely surprised if an additional CPU helped THAT.

The tape drive and bus - ide vs. scsi - are what you should probably
be looking at.

We don't know enough.
If they are doing software compression a 2nd cpu could help a lot.
If not, I agree, the problem is probably bus contention.
