You could use a product Like Geewhiz from projectseven.com

Not sure if this is what you are trying to do... but it will scroll a layer

    Coullio:

You will not be able to do this with a system scrollbar. You can make a
dHTML scrolling layer with the use of the extensions from PVII to scroll
your text. Or you can use an IFrame to scroll your text.

The former method is easy, but it uses custom scrollbars. The latter method
is more difficult, is not fully browser compatible (NN4x doesn't do them)
and comes with all the inherent disadvantages of frames.

The choice is yours. If it were me, I would not opt to scroll anything.

the same size. I don't want text after text. I want the layer/table to
stay the same size and add a scrollbar so you can scroll through the
    results.
