scrolling layer question - Macromedia Dreamweaver

Hello I recently posted a site on this forum and the feedback I received suggested i should not use frames. Instead I should use a scolling layer. I want to know how to specify the layer height to match the bottom of the browser, and the rest to scroll. How do I do this? Thanks Tony...

    set your layer dimension from pixels to 100 percent. when you enter text the layer will scroll when you exceed the above dimensions

    It's not surprising it didn't work. Don't set layer heights at all. And
    don't try putting a scrollbar in a layer - that won't work either.

    Use a dHTML scrolling layer instead (it's a trick, since nothing is really
    scrolling - it's only two layers where the top one is clipping the one
    underneath and the one underneath is moving under the clipped area. You can
    find several free extensions and one excellent commercial extension for
    doing this at the PVII site -
