I've been using OmniOutliner for this purpose and really like it. It's
    also inexpensive ($30).

Tinderbox is also good for web site management and a more free-wheeling
approach to structure. It is, however, quite a bit more expensive ($145).

One of the least expensive is Acta <http://a-sharp.com/acta/>, which
still runs fine in Classic mode under Mac OS X.

Which is to say it is free. It works wonderfully, too.

You know I have never heard of Acta, and I have looked for a good
outliner on the mac. If you want a Classic App it looks like this will
work fine. I personally prefer to stay in X as much as possible. This
    leaves a lot fewer choices.

Omni Outliner is available at my local Apple Store for 29.95

If you are considering something a bit more full featured and a hugely
useful tool just by itself. I must strongly recommend Inspiration
(http://www.inspiration.com). Not only is this an outliner, but it is also a
    whole lot more.

Yes it is 69.95, and it is worth every penny.

My biggest issue has been a word processor with integrated outlining
features. Unfortunately the only one that works well and intuitively is
(got help me) M$ Word. Any other Native OS X apps out there I have
    missed?

You shoud look into it, then. With MORE (also free now) they were the
two major outliners that first came out in the mid 1980s, when the Mac
first came out. They're both rock-solid dependable and they are both
easy to use. For pure outlining, Acta is excellent. For more flexibility
and presentation tasks, MORE is also excellent.

Suit yourself. Acta is one of three programs I still use in Classic, and
    there's no reason not to.
