You can delete a drop shadow in the appearance pallet. You could just copy and paste your object and remove the drop shadow from one of the instances. I don't really understand what you're trying to do. Can you give us some more details?

I would simply like the drop shadow to exist as an object seperate from the vector object that it was created from. For example, let's say you create a rectangle using the rectangle tool. Then under the Effects menu, you add a drop shadow. What I'd like to be able to do is detach the drop shadow from the rectangle.

Discard everything from the appearance palette except the DS, and vice versa on the original.

If using effect drop shadow:
If the element does not have a stroke applied:
expand the appearance (Object>Expand Appearance)
ungroup as desired
If a stroke is applied
expand the appearance (Object>Expand Appearance)
Direct select fill image and delete
Select stroke and reapply fill.
ungroup as desired
(there are variants to this)
If using filter drop shadow:
ungroup
