I'm an intermediate "newbie", but I believe your problem is that you need to reset your preferences. You can go under the edit menu and then preferences (at the bottom) and choose the units and rulers and change the settings.

Re: Setting Default units for Image Size
Make sure your rulers are turned on (View|Rulers). Right Click on the ruler itself and see if that doesn't say "CM". Image|Size defaults are driven by the units chosen for rulers. Change it to Inches and your Image|Size dialog will default to Inches.
