Setting page size to artboard size?

I'm trying to layout a presentation folder with pocket flaps etc.

The dimensions of the die template I'm using are at their outtermost, 60cm by 40cm

I've set my artborad to these dimensions and then go to File - Page Setup and create a custom page size to match the artboard of 60 x 40cm

But the page borders nowhere near correspond to the artboard dimensions.

The result is when I output a postscript file, I'm only getting the content in the imageable area.

What am I missing? Any clues appreciated.

In the Document Setup window, have you got Use Page Setup selected?
Also when your document is open try double clicking on the Page Tool (on the bottom left of the Toolbox with the Hand Tool).

I've done all you suggested but for some reason I just can't get the page to be landscape in orientation to match the artboard.

I can now get a page size of 40 x 60 but it is vertical despite trying all the options to change its orientation.

What version of Illustrator, what OS?

With AICS and OSX the page setup is controlled by the operating system adn you have to define a print preset with a custom paper size.
