Sounds like SignLab requires a vector EPS, not a raster EPS file.
You need to re-create in a vector editor (Illustrator) although you MAY be
able to create paths from selection areas of the remaining image and using
export paths to Illustrator create an .ai (not .ei) file that the
application will be able to understand.
