skins for web pages

I want to design my web site,
so I am looking for many skins and header for my web page.

Are there any good tools for designing my web-sites.

I looked at Xara, and it looked very good.
Two exception things :
1) I see that navigators are not look good in Netscape.

2) Also, it was hardly managed in Hebrew language
(I had to write all of my menu items reversely, that the output image will
be correctly,
and second : in javascript there is an hint, and because I had to do it
reversely, I need to fix it again in the javascript code).

I would like to hear of more designing tools, such as Xara...
