This can be a confusing question...
First off...no. Why? Because Small Business Server is not a product at all,
but a package of products. At least as far as I am aware.
ColdFusion will run on IIS6... which comes with Windows Server 2003... which
is seems to be included by the feature list here:

So the complicated answer is yes. ColdFusion should work fine when installed
into the IIS version that comes with Windows Server 2003 that is bundled with
mS SBS Server 2003.
However, when you go to get support you may want to follow the instructions
for Windows Server 2003 and IIS as MS SBS will probably not be listed.
